The activities of the Department of Education Quality Monitoring and
Electronic Control of the Institute are carried out in accordance with the
Program for Quality Management of Education in Institutions of Higher
Professional Education of the Republic of Tajikistan, approved by the decision
of the Board of the Agency for Supervision in the Field of Education and
Science under the President of the Republic of Tajikistan on December 4, 2020,
No. 1/2; the National Concept for the Assessment of Education Quality in the
Republic of Tajikistan for the period up to 2044, approved by the Resolution of
the Government of the Republic of Tajikistan on April 29, 2024, No. 240; and
the National Strategy for the Assessment of Education Quality in the Republic
of Tajikistan for the period up to 2044, approved on February 28, 2025. The
department also functions in accordance with the regulatory documents of the
Ministry and the Institute, as well as its own annual work plan.
The primary mission of higher education institutions in fostering
students’ knowledge and intellectual growth is to enhance the quality and
effectiveness of education. Through preparation of teachers for teaching
sessions, provision of adequate educational and methodological resources for
both teachers and students and systematic assessment of learning outcomes are
the key factors in avaluating education quality.
The Department of Education Quality Monitoring and Electronic Control (hereinafter
EQM&EC) is an independent structural unit of the Polytechnic Institute of
the Tajik Technical University named after Academician M.S. Osimi.
The department’s functions include coordinating the provision of
academic disciplines with educational and methodological materials, as well as
monitoring and assessing the level and quality of student learning.

Main Activities of the Department
The Department of Education Quality Monitoring and Electronic Control (EQM&EC)
carries out its activities in accordance with the Statute of the Institute, the
decisions of the Academic Council, the orders of the Director, and the
Regulations of the Department. To improve the quality of education, the
department undertakes the following activities:
Reviewing and verifying the quality of working academic programs
(syllabi) against standard academic programs and the lecture materials of
teachers for the current academic year;
Inspecting the preparation of teaching aids, textbooks, and visual
materials by teachers, as well as ensuring the availability of educational and
methodological resources for teachers and students;
Improving the quality of theoretical, practical, and laboratory classes,
and analyzing the quality of students’ independent work;
Regularly attending teachers’ classes to assess teaching quality and
enhancing he teaching effectiveness of early-career faculty;
Organizing seminars aimed at enhancing theoretical, practical,
laboratory, and independent classes, with a focus on the preparation, analysis,
and evaluation of educational and methodological materials;
Preparing and submitting reports on the results of monitoring,
evaluation, and control of education quality to the Institute’s management;
Providing consultations to teachers and students on issues related to
improving education quality.

Main Duties of the Head of Department:
Monitoring the quality and effectiveness of the educational process;
Conducting inspections to ensure the provision of teaching and
methodological materials;
Assessing the quality of classes conducted;
Controlling the implementation of the methodological component of
teachers’ academic workload;
Analyzing inspections results and preparing reports.
Leading Specialist of the Department of Education Quality Monitoring and
Electronic Control
Rakhmonkulova E.S.
Main Duties of the Leading Specialist:
Monitoring the availability of working academic programs (syllabi) and
printed lecture materials;
Ensuring that the topics of syllabi correspond with lecture content;
Verifying the availability of textbooks and other required educational
and methodological resources;
Preparing a list of textbooks authored by the Institute’s faculty for
publication;
Compiling and submitting lists of textbooks requested by departments for
acquisition.

Electronic Control of the Polytechnic Institute of the Tajik Technical
University named after academician M.S. Osimi has been developed on the basis
